The Gujarat government has introduced its purchase policy 2024 with special incentives specially meant for MSMEs and women entrepreneurs in its procurement of goods & services.
Announced under the direction of State CM Bhupendra Patel, the Gujarat Purchase Policy 2024 will be effective from April 1. In a press release, the chief minister’s office (CMO) stated that the new policy will remain in force till another policy is announced, incorporating any amendments or new provisions.
The new purchase policy is expected to cover the procurement of goods and services by all state government departments, HODs, district offices, authorities, grant-in-aid institutions, boards, corporations, and societies.
It is believed that through this initiative the government intends to offer special incentives for MSMEs and women-run industries in government procurement in line with the Prime Minister’s mantra of ‘Vocal for Local’.
According to sources, the new policy will facilitate procurement from MSMEs, particularly the ones owned by Scheduled Castes (SC), Schedules Tribes (ST), and women entrepreneurs.
Besides, it will also support procurement from Gujarat-based MSEs, as against other suppliers, and support startups in the state.
As per the press release, under the policy, the state government has set up various limits ranging from Rs 5 lakh to Rs 15 lakh for purchases sans the tender process. Besides, startups have been provided immunity from two important criteria – minimum prior experience and minimum turnover requirement.
The policy also favours procurement of goods and services from suppliers with high value-addition in Gujarat as well as the domestic market. A global tender inquiry will be issued in only those cases where the estimated procurement cost of the items is greater than Rs 200 crore, said the press release.
The policy also specifies that all procurement of goods and services exceeding Rs 1 lakh, including procurement via the Government-e-Marketplace (GeM) portal, will be done only through e-tender process.
