Government Enhances Credit Accessibility for MSMEs: Loans of Up to Rs 25 Lakh Sanctioned within 14 Days

The Reserve Bank of India (RBI), acting as a regulator, establishes a supportive framework for Regulated Entities (REs) to meet the financial requirements of different sectors of the economy while adhering to prudential limits. Moreover, credit matters concerning REs are mainly deregulated and are managed by the Board-approved lending policies of the REs established within the framework of applicable regulatory and statutory obligations, as well as the terms and conditions outlined in the loan agreement between the borrower and the RE. Banks have been instructed to provide MSME borrowers with a preliminary checklist of the documents needed for processing the loan application when they apply for the loan.

For loans amounting to ₹25 lakh for Micro and Small Enterprises (MSE) borrowers, banks are directed that the timeframe for credit decisions must not exceed 14 working days. Different initiatives have been implemented to enhance access to credit and finance for MSMEs.

These consist of: 

  • The Priority Sector guidelines dated 4.9.2020 have established specific targets for lending within the MSME sector. 
  • SCBs are required to refrain from accepting collateral security for loans up to ₹10 lakh provided to units in the MSE sector. 
  • Banks have been recommended to tie the interest rates of loans provided to MSMEs to an external benchmark. 
  • The RBI’s Account Aggregator (AA) system and suggested Third Cohort under the Regulatory Sandbox (RS) for MSME Lending are anticipated to drive innovations that can bridge the lending gap for MSMEs by leveraging technology and data analysis.
  • RBI’s Unified Lending Interface (ULI) will make credit more accessible to underserved populations.
  • PSBLoansin59minutes allows MSMEs to receive preliminary loan approval from lenders registered on the platform. 
  • The SAMADHAAN Portal has been launched to track outstanding payments owed to MSEs by their buyers of goods and services. The Government of India has introduced several Credit Guarantee programs for the advantage of MSMEs.
  • The new Credit Assessment Model, founded on evaluating the digital footprints of MSMEs, created by PSBs, will utilize accessible and verifiable data sourced digitally within the ecosystem. It will implement automated processes for MSME Loan evaluations, employing objective decision-making for every loan application and conducting limit assessments based on models for MSME borrowers.
